The South San Francisco Employee Down Payment Assistance Loan Program (the “EDPA Program”) is an important tool for the City of South San Francisco (“the City”) in attracting and retaining high-quality staff, while also encouraging employees to move closer to work, reducing commute times and greenhouse gas emissions.  The EDPA Program is an employee benefit open to all permanent, full-time employees who work for the City of South San Francisco and is limited to employees that are First-time Homebuyers interested in purchasing a home closer to where they work.  

The EDPA Loan is a deferred-payment, shared-appreciation loan and will support eligible applicants with a loan of up to $100,000 for the purchase of a home that is located within South San Francisco, or throughout San Mateo County or San Francisco County.  

The EDPA loan payments shall be deferred until the end of the 30-year term at which time the principal amount of the loan that is borrowed plus a proportional share of the appreciation of the home shall be due and payable to the City.  For example, if the loan amount equaled 10% of the purchase price of the home, the repayment would equal the original loan amount plus 10% of any increase in the home’s value from the date of purchase.

Hello Housing is now accepting Pre-Applications for all interested South San Francisco Employees on a rolling basis.  This pre-application is the first step in applying for down payment assistance funds. The Pre-Application will be used to determine your initial eligibility and buyer preference to apply for a loan from the City of South San Francisco.  Once your pre-application has been reviewed, you will receive an email verification with instructions for how to submit a Full-Application with supporting documentation.  Should you have questions about the EDPA Program or the requirements, we encourage you to reach out to us  by email at: hello@hellohousing.org.
